Rwandan Genocide

I believe that humanity in general is responsible for this genocide, as well as all genocides. I think this because the people that enabled it are just as guilty as the people who did nothing to stop it. Though, the red cross is less responsible because they did start taking actions. The government, of course, were the ones leading the genocide, and were the most responsible. The people just standing by, unless they did not have the resources or money ready, were also responsible for the genocide because they could have done something, but decided not to out of fear for the well-being of their own country being slightly worse off. Human lives are worth so much, and the people that were the enablers were just as guilty as the murderers, not doing anything to stop it.
