Genocide starts when somebody needs a scapegoat for a country's problems, or when a country hates a certain race/religion, and one of the people that believe that strongly come into power. After they come into power, they decide to push their beliefs on the country/state, and then the violence begins.

Why is Genocide so common of an event?
How does a person that supports the prosecution of a certain group of people come into power?
